Skills in Business - An SME Programme supporting Economic Inclusion through tailor-made Work-Based Learning Solutions

The European Bank for Reconstruction and Development (EBRD) believes that economic inclusion – the opening-up of economic opportunities to previously underserved social groups – is integral to development. Aim of the project

The Skills in Business pilot aims to address some of the hurdles faced by SMEs and young labour market entrants alike - with the overarching objective to increase the capacity of small businesses to recruit, build and retain young skilled labour and at the same time open up opportunity for young labour market entrants through the implementation of work-based learning (“WBL”) schemes.

Challenges the project aims to address

Young people in the Southern and Eastern Mediterranean region (“SEMED”) face particularly high barriers to economic opportunity. The region experiences high levels of youth unemployment and young people not in education, employment or training. The situation is reflective of the mismatch between the skills offered through education systems and the skills required by employers, creating difficult school-to-work transitions and a lack of employment or training. 

However, challenges are not limited to the supply side of the labour force, as particularly small and medium-sized enterprises (“SMEs”) struggle to recruit, develop and retain skilled labour, as weak employment prospects and unattractive working conditions have led many people to exit the formal labour force altogether.
