Summary of changes
Following feedback from employers and learning providers, People 1st has developed an apprenticeship framework that enables an appropriate transitional period to the new QCF qualifications. We have extended some of the competence-based qualifications that were in the previous apprenticeship framework so that they can be taken as an alternative to the new QCF competence-based qualifications where applicable. Those qualifications that are being extended are:
- Level 2 NVQ in Food and Drink Service (NQF)
- Level 2 NVQ in Food and Drink Service (Drinks Service) (NQF)
- Level 2 NVQ in Food Processing and Cooking (NQF)
- Level 2 NVQ in Professional Cookery (NQF)
- Level 2 NVQ in Hospitality Services (Multi-Skilled) (NQF)
- Level 3 NVQ in Professional Cookery (NQF) T
his is to allow employers and learning providers sufficient time to plan the delivery of the new QCF qualifications. Including these alongside the QCF qualifications enables those employers and learning providers who want to take advantage of the flexibilities offered by the new qualifications to do so.
The details of this and the pathways it affects will be outlined in the summary below. This arrangement will end on 30 September 2010 after which only the QCF qualifications will be available.
The extension of the above NQF qualifications will only apply when taking the qualification as part of an apprenticeship.
The apprenticeship framework has also been reviewed to include the following changes:
- Revised competence-based qualifications for Hospitality and Catering (except Hospitality Supervision and Leadership). These new qualifications have been placed on the QCF and have led to the following additional pathways:
- Level 2 NVQ Diploma in Kitchen Services (QCF)
- Level 2 NVQ Diploma in Food Service (QCF) (previously this was combined with Food and Beverage Service)
- Level 3 NVQ Diploma in Professional Cookery (Professional Cookery) (QCF)
- Level 3 NVQ Diploma in Professional Cookery (Preparation and Cooking) (QCF)
- Level 3 NVQ Diploma in Professional Cookery (Patisserie and Confectionery) (QCF)
In addition, the QCF Level 2 Professional Cookery competence-based qualification has been separated into six qualifications as there are additional routes for Bangladeshi cuisine, Chinese cuisine, Indian cuisine and Thai cuisine.
These qualifications are:
- Level 2 NVQ Diploma in Professional Cookery (Preparation and Cooking) (QCF)
- Level 2 NVQ Diploma in Professional Cookery (Bangladeshi cuisine) (QCF)
- Level 2 NVQ Diploma in Professional Cookery (Chinese cuisine) (QCF)
- Level 2 NVQ Diploma in Professional Cookery (Indian cuisine) (QCF)
- Level 2 NVQ Diploma in Professional Cookery (Thai cuisine) (QCF)
- Level 2 NVQ Diploma in Professional Cookery (QCF)
New titles for the following competence-based qualifications:
- Level 2 NVQ Diploma in Food Production and Cooking (QCF)

- The titles of some of the technical certificates have been amended to reflect the new competency-based qualification titles (the content and qualification reference numbers of the technical certificates remain the same)
- Change in ERR content:
- ERR element contained as a unit within all of the QCF competence-based qualifications (including Hospitality Supervision and Leadership). It is included within the list of optional units in each NVQ. However, when taking any of these qualifications as part of the apprenticeship, they have been set up so that the ERR unit must be taken. (Please note however, if an apprentice completes the NQF competence-based qualification then they must take the ERR element separately. There will be no change to the content from the previous framework, and proof of this process having taken place will be required when claiming certification. The evidence for this will be an approved and signed copy of the Employment Rights and Responsibilities induction component, a copy of which can be obtained from People 1st).
- Essential Skills Wales will replace Key Skills in Wales from 1 September 2010. In England, from 1 September 2010 there will be a choice of completing either Functional Skills or Key Skills in the level and subject stated in this document until 31 March 2011.
